ollie501 BF has cataloged it as a part of the Eighth Doctor audios (and notably it isn’t included in the Charlotte Pollard range), so I think it is best classified as a special 8th Doctor release (like the “Further Adventures of Lucie Miller”, or the “Sixth Doctor and Peri” and “Seventh Doctor New Adventures” boxsets for the 6th and 7th Doctor audios, respectively).
